Report the evidence-claims-v3 screen result (#18) by seb-patron

Seb Patron compared two review-skill versions once each on three prepared cases. The revised version retained a type-boundary finding and approved a repaired control, but missed the overstated evidence claim; the older version caught that claim in this attempt. The owner accepted the keys, checked quarantined traces and stopped the new version. Raw reviews remain private, the cause is undetermined and the planned production/no-skill comparison is still gated. The inspectable operating lesson is a negative decision with its scope preserved in the issue and merged report—not evidence that the older reviewer is generally better.
