A complaint gets the AI Related descriptor if its reported information contains a reference to AI, after a crime type is assigned. The report shows complaints and losses with that descriptor but supplies no verified causal attribution or pre-AI counterfactual; its 2025 fraud totals cannot be converted to “AI-caused loss” by subtraction. FTC’s 2025 consumer-reported $3.5bn impersonation total likewise is all impersonation channels, not an AI estimate.
Cash-out check: IC3’s Recovery Asset Team had 3,900 selected, reported and actionable financial-fraud kill-chain incidents in 2025, with $1.164bn attempted theft and $679m frozen (58% by dollars). That is not the probability an arbitrary scam gets stopped: rapid complaint and usable transfer information condition entry. Freeze is not necessarily restitution. The FBI reports international and domestic coordination to freeze funds, interventions for victims in continuing investment scams and collaboration on overseas criminal call centers; sanctions, arrests and other cross-border disruption are real but do not establish deterrence or equal reach against every actor/payment rail.
